There's a great game on the PS2 called Tales of the Abyss. About 1/4 of the way through the game, you get a female archer in your party. At any point, you can take control of any party member and the battles are realtime. Besides the archer, the game has a powerful story and is more fun than basically any other RPG I've played.

you can be a female and use bow and arrows in botht the fable games and in elder scrolls IV: oblivion. i dont really know about the whole cute thing though.

Try Guild Wars. It's a very cheap online game you can buy and you can customize your character and choose your class, such as an Archer. :)
try Dragon Age Origins. you can make your own female character and she would be able to use a bow.
Runescape works for me, its free too! Theres also World Of Warcraft (search blood elves) etc.
