What program you recommend to create simple rpg games?

I have seen many rpgs on the net.. some of them rock others suck. I even found one of my highschool ahaha and it was cool. There is even one of the columbine masacre.. I dont know what program is used to create those rpgs , but I woulld be graceful If you know the name of some programs used to create these games.What program you recommend to create simple rpg games?

Unless youre a programmer and make your own from scratch compiling with ++C or another language, some program would work just fine.
